I only experimented to see possibilities with colour adjustments, etc..

Details:
Adobe PS -
1. Duplicate image layer, increased the saturation on the upper layer.
2. Added Gaussian blur to upper layer and set that layer property to "Colour".
3. flattened image.
4. USM
5. Contrast
6 Framed ... and added credit
